I've finally figured out how to at least read a few graphics files buried within some other files in the NCAA PSP UMD. The screenshot above shows the Michigan Wolverines helmet which is used for the Dynasty Mode SI cover pages. It is buried in UIS_Helmets.dat file on the disc and can be opened using Madden DAT File Replacer.
Once you extract all several hundred helmets, you can open it up in Console Texture Explorer and use the settings shown in the screenshot above.
